The NILRA Referral Database is a national referral and coordination tool that allows users to make and accept referrals, helping to connect people facing detention and deportation with legal services and legal representation.
NILRA members enter referrals, including requests for full or limited-scope representation, pro se support, advice and counsel, and legal orientations.
Pro bono attorneys can search the database and accept referrals based on interest and availability.
NILRA helps coordinate placements in partnership with pro bono networks by helping to engage pro bono volunteers and, through the database, connecting them with individuals in need of legal services nationwide.
One-on-one expert mentorship is available to pro bono attorneys accepting referrals through the NILRA Referral Database, enabling pro bono attorneys with no prior experience in immigration law to take on representation with the confidence that they will have the guidance and resources needed to provide quality legal services.
The database also supports coordination among legal service providers when individuals are transferred between detention facilities, helping connect providers across locations and maintain continuity of legal support.
Before accessing the NILRA Referral Database, organizations must complete the Data Sharing Agreement process. The Data Sharing Agreement helps ensure that personally identifiable information, referral information, and other confidential data shared through the Database are securely managed, protected, and used appropriately in connection with pro bono referral coordination.
Complete the NILRA Onboarding Form to request access to NILRA Resources, including the Referral Database.
Complete the Data Sharing Agreement Contractual Data Form to provide us with your organization's legal information so that we can create and send you the Data Sharing Agreement for signature. Please note that only one Data Sharing Agreement is required per entity.
Once the Data Sharing Agreement has been fully executed for an organization, each staff member requesting access should follow the pathway corresponding to their current NILRA system access status.
Complete the NILRA Onboarding Form and select whether NILRA database access is needed. Approved users will then receive an email prompting upload of the Acacia Rules of Behavior Form.
Complete the Role Change Form to request database access. Once approved, the user will be provisioned for database access without duplicating their existing NILRA systems setup.
Each user must review, complete, and upload the Acacia Rules of Behavior Form as part of the access request process.
Once the required forms have been reviewed and approved, users will receive confirmation and instructions for accessing the NILRA Referral Database.
